Ongoing transform change is tracked here, initialized in the IToolCommandChangeSource implementation. Note that currently we only handle the SeparateChildScale this way. The transform changes on the target objects are dealt with using the editor Transaction system (and on the Proxy using a FTransformProxyChangeSource attached to the StateTarget). The Transaction system is not available at runtime, we should track the entire change in the FChange and update the proxy
