UCookOnTheFlyServer::LoadPackageForCooking

Loads a package and prepares it for cooking this is the same as a normal load but also ensures that the sublevels are loaded if they are streaming sublevels

Returns

Whether LoadPackage was completely successful and the package can be cooked

BuildFilename

long package name of the package to load

OutPackage

UPackage of the package loaded, non-null on success, may be non-null on failure if the UPackage existed but had another failure
