FTextureSource::IsBulkDataLoaded

Returns true if the texture's bulkdata payload is either already in memory or if the payload is 0 bytes in length.

Returns true if the texture's bulkdata payload is either already in memory or if the payload is 0 bytes in length. It will return false if the payload needs to load from disk
