UInterchangeManager::SetActiveMode

If we set the mode to active we will setup the timer and add the thread that will block the GC.

Remarks

If we set the mode to active we will setup the timer and add the thread that will block the GC. If the we set the mode to inactive we will remove the timer and finish the thread that block the GC.
