AActor::HasDeferredComponentRegistration

Returns true if Actor has deferred the [RegisterAllComponents()](API\Runtime\Engine\GameFramework\AActor\RegisterAllComponents) call at spawn time (e.g. pending Blueprint SCS execution to set up a scene root component).
